The Talent Acquisition Specialist will recruit prospective employees into the organization. Evaluate various employment factors such as job experience, education and KSAs pertinent to classification and selection. Handle full-cycle recruiting activities including sourcing, screening, interviewing, develop and negotiate compensation package, closing candidates. Prepares rating on applicants, provides consultative expertise and guidance to clients on skill/culture fit, salary recommendations, and organizational/departmental information. Administration of assessments, interpretation of results, securing background screening compliance, and extend formal job offers, etc. Perform all duties and responsibilities in compliance with standard operating procedures, Code of Federal Regulations (CFR), Occupational Safety and Health Administration (OSHA) and other applicable Federal, state and local regulations.
Core Accountabilities:
Build strong partnerships with various clients system wide on identifying candidates to meet departmental needs.
Deliver expert guidance in the areas of interviewing, salary recommendations, and identifying core skills necessary for performance.
Analyze market data to identify whether Amtrak lags/leads/meets the industry standard in order to advise clients on the available applicant pool.
Provide New Employee Orientation in local markets with emphasis on Amtrak's strategic goals.
Build professional network both on line and within the community for the purpose of attracting talent to the organization.
Proactively source and court high potential applicants to the organization to build pipelines for current and future openings.
Drive the recruitment process in order to improve quality, reduce turnover, increase skills match, and reduce time to fill.
Attend events to represent Amtrak and generate awareness of employment opportunities.
Target diverse groups for the purpose of building a diverse workforce including, Veterans, Female, Disabled, Campus, etc.
Roles and Responsibilities:
Evaluate candidates based on employment factors such as job experience, education and training, skills, knowledge and abilities and other data pertinent to the selection and referral of candidates.
Source, screen and interview appropriate candidates to present to hiring authorities.
Coordinate ratings of applicants and development of starting salary recommendations for hiring manager consideration.
Assess candidate skills via approved testing based on specific job requirements or contractual obligations.
Corresponds with candidates to include providing company information and notification of employment consideration.
Maintain and track job and candidate data for compliance to EEO and other related employment laws and regulations.
Participates in community outreach events to enhance employment opportunity awareness.

Skills and Qualifications:
Bachelor's degree or equivalent combination of related education and experience required.
Minimum three years of human resource experience with an emphasis on employment/recruitment.
Thorough knowledge of all federal, state and local laws affecting human capital issues pertaining to recruitment.
Ability to effectively persuade, and negotiate with potential employees.
Transportation recruitment is a plus.
Experience using applicant tracking systems.
Ability to manage 25-40 requisitions with a 30 day cycle (requisition opened > offer acceptance).
Advanced understanding of OFCCP guidelines, AAP requirements, and regulatory requirements in the recruitment function.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
